Following a brutal assassination in Berlin, a taciturn public prosecutor is put in charge of the murder investigation. What initially appears to be an internal conflict between rival political factions soon turns out to be state-organised terrorism. The investigator soon realises that parts of his own government and the secret services are involved in a large-scale cover-up.
